The name "history section" is erroneous - in English Wikipedia, this story is connected to the etymology of the word, not of blackmail as a concept. However, this isn't explained either in the history section. Blackmail exists in other places. During the reign of Shizu of Northern Wei, people blackmailed corrupt officials, which in turn fueled a cycle of corruption.
