Once again, not simple change

This is not simple. The wiktionary links were not checked. They do not direct to definitions that fit this context. It is mainly redlinks. I considered going straight to Quick Deletion A3 since that is essentially what it is, but with minor additions. I thought better of it and decided to leave a chance for Quick Improvement instead. Thank you for checking the article. I welcome your advice. However, I do check the wiktionary links before I make them. In the case of this article, the wikitionary entry for "based" says it is the past participle for the VERB "base". The verb base fits the meaning here.
