RfD nomination of Template:Syre (River)

Question

Do you know if there was ever a discussion here about whether templates/template categories should go in content categories? Or maybe there's a policy or guideline here? On enwiki there was a discussion here, a few months ago, they decided not to include them. And if not, do you think WP:Follow English Wikipedia would apply, or would we need a new discussion?
