New county articles

1. Foreign languages aren't nonsense.
2. User talk pages are generally fine to have nonsense on anyway, provided the user in question was the person who added it. I understand in the case of User talk:S.s.sohal this was not the case, but is leaving a QD tag (which, bear in mind, will mean the user gets a notification email) going to be any more useful (or less alarming) than simply replacing with a welcome?
