In 1903 therewere 2,120 mosques in Turkey, of which num-ber 379 were in Constantinople (see Govern-ment). In i86g a change in educational matters wasinstituted when provisions were made for estab-lishing elementary schools, for boys and girls,in every commune, a higher grade of schools inevery town, industrial and normal schools, anda university. Elementary instruction is nomi-nally obligatory for boys from 6 to II years ofage. and for girls from 6 to 10 years.
