Maturational theory was made by Arnold Gesell and is the belief of both nature and nurture being equal parts in relation to child development. this was called Maturation. the rate of development cognitively was dependent on physical development. specifically their spinal cord, nervous system, and brain. he saw that development was a fixed pattern and didn't change much. this is what we call milestones nowadays.
