filter that passes signals with a frequency higher than a certain cutoff frequency, and attenuates signals with lower frequencies

A high-pass filter is an electronic filter that passes the frequency component of a signal above a certain value (cutoff frequency). The frequency component below that certain value will be suppressed to almost zero.
