Owen Seymour Arthur, PC (17 October 1949 – 27 July 2020) was a Barbadian politician. He was Prime Minister of Barbados from 6 September 1994 to 20 January 1999; 20 January 1999 to 21 May 2003; and from 21 May 2003 to 15 January 2008.
