Soviet (council)
political organizations and governmental bodies, primarily associated with the Russian Revolutions and the history of the Soviet Union, and which gave the name to the latter state

The Soviets were the workers councils of the Soviet Union and the organizations the country took its name from. In theory, these councils were to govern the USSR, but in reality, Soviet power was almost always concentrated in the hands of the premiers and the highest ranking members of the Soviet Communist Party.
