Background has incorrect English

Under the Background heading, the article says:

"At the Arles Council, in 314, was obliged to all the Christianity to celebrate Easter the same day, and that this date was going to be assigned by the Pope, that was going to send epistles to all the churches in the world with the necessary instructions."

I think this means:

"The Arles Council, in 314, obliged all of Christianity to celebrate Easter the same day, on a date that was going to be assigned by the Pope, who would send epistles to all the churches in the world with the necessary instructions."

However, I'm still not certain that this is correct. For one thing, many churches in the world (the Eastern ones) would have sneered at a message from a mere Bishop of Rome obliging them to do anything. Would it be more factually correct to substitute "in Western Christianity" for "in the world"?

The article is not only written by someone who's clearly ESL and not yet fluent in English, but moreover someone who also struggles to communicate about mathematics and algorithms.
