What is the "ph" sound? change

The article currently (10 Jan 2022) says that this Greek letter was "used to represent the "ph" sound in Ancient Greek. This sound changed to "f" some time in the 1st century AD". What is the "ph" sound? Is it made by bringing the upper and lower lips nearly into contact, and blowing air out between them, making a sound nearly but not quite the same as "f"?
