"Minority government" (mindretalls-regjering) change
The source [1] says that [when one can not form] a Cabinet from parties with a majority in parliament, then the king chooses one person to check if he/she has support in forming a "minority Cabinet" (mindretalls-regjering); if there is no "clear majority" (in parliament) against that "minority Cabinet", then that Cabinet can proceed.
