The article very erroneously states: "The United States Congress ratified (approved) the Amendment on February 10, 1967."

The Congress has constitutional authority ONLY to PROPOSE amendments. It has NO ROLE in the ratification process.

After it is PROPOSED by Congress, an amendment must then be ratified by THREE-FOURTHS OF THE STATES.

Three-fourths of 50 is 38. On 10 February 1967, the 38th state required for ratification ratified the proposal and it became U.S. Const., Amend. XXV.
