Question change
So, since some people claim that the Hank Stuever article is satire which to be fair it might be I decided to check if the specific phenomena described in it were real and it seems that they are. https://www.poconorecord.com/story/news/2002/08/24/man-allegedly-tries-to-kill/50998099007/ That said, I’m not sure that Daniel Strous shooting Eric Kassoway is worth mentioning here.
