Okay lets do this. Obviously pro/rel shall always stay so I propose this. A brand new fully professional league called the Indian Super League (ISL). The league would contain 10 teams who's spots had to be won in bids (Basically you dont just get automatic entry, you need to pay and make sure you follow the criteria). Now basic rules for bids are...

- No more than 3 teams per state - No more than 2 teams per city - Stadium must have a capacity of at least 5,000 - Team must have training ground

and then the other things....

Club Organization - Must be entity or organization solely devoted to football - Company and university clubs do not qualify - Must have feasible financial status - Must hire at least three administrative employees, one of whom must have managerial position - Must have proper payroll system according to Indian Law - Must complete tax audit annually

Home Stadium/Training Facility - Home stadium must be located in the proposed hometown - Must have or have plans to build/reconstruct stadium with capacity of 10,000 and natural grass pitch - Must have a press box and a conference room for pre- and post-match news conferences in the stadium - Must secure training facilit(ies) within the proposed hometown

Home Town - Must be approved by respective State Football Association - Must be approved by the hometown government in writing

Others - Must currently play in I-League or Top State League - Must have players signed to professional contracts (plus Must have plans for a youth system (Note: Having youth teams is a requirement for J1 promotion, not for J2 promotion.) [edit]
