When blocking an IP address or IP address range, an administrator can choose to block logged-in editors that use the IP address or IP address range. This is known as a "hard block". It is done to stop people from disrupting the encyclopedia.

However, this also blocks good-faith users who use the same IP address or IP address range. To get around this, they can request an IP block exemption. This lets them edit without being affected by the hard block.

There are currently 8 users who have the IPBE flag.
