Mexican government efforts to prevent illegal immigrants transiting from the Guatemalan border to the United States border

Programa Frontera Sur (English: Southern Border Program) or Comprehensive Plan for the Southern Border[1] or Plan Frontera Sur[2] is what the Mexican government is doing to stop illegal immigration at the southern border of Mexico.[3] Programa Frontera Sur is done by the federal police. Programa Frontera Sur stops illegal immigrants from coming into the country there.[4] Programa Frontera Sur was made by President Nieto on 7 July 2014.[5] Coordinación para la Atención Integral de la Migración en la Frontera Sur heads PFS.[1]

The day after the Mexican government made Programa Frontera Sur, the United States government's embassy in Mexico's capital said some things. Those things are good things about the Mexican government making Programa Frontera Sur.[6] Programa Frontera Sur makes Mexico do the "dirty work" of the United States.[7] The US government also helps to pay for Programa Frontera Sur.[8]:16 In 2024, Programa Frontera Sur is very successful.[9][10] In 2024 Programa Frontera Sur is stopping three times as many immigrants as it was in 2023.[10][11] In 2024, the President of Mexico and the President of Guatemala told the world that they are still worried about illegal immigration at this border.[12] Programa Frontera Sur includes the Chiapas-Guatemala border.[13] Programa Frontera Sur includes making people leave the country against their will.[13][14] Military units are part of Programa Frontera Sur.[8] Programa Frontera Sur makes unaccompanied minors leave the country against their will. That means Programa Frontera Sur makes children who are traveling without parents or any other adult leave the country against their will.[15]:52 The Spanish: Instituto Nacional de Migración (National Migration Institute) makes sure that Programa Frontera Sur respects the human rights of the migrants.[16]

Why is Programa Frontera Sur needed?

Programa Frontera Sur is needed for humanitarian reasons.[17] Programa Frontera Sur is needed to protect the human rights of children as they travel from Mexico's southern borders to the United States.[18] The government of the United States of America wants Programa Frontera Sur to lower the number of children without adults who come to the United States of America.[19]:356

The Mexican government wants Programa Frontera Sur to make the border secure, inclusive and competitive.[needs to be explained][20]

Programa Frontera Sur is trying to stop immigration from Guatemala to the United States of America. Programa Frontera Sur is trying to stop immigration from Honduras to the United States of America. Programa Frontera Sur is trying to stop immigration from El Salvador to the United States of America. Programa Frontera Sur is trying even harder to stop immigration of children without adults from Guatemala to the United States of America. The Mexican government made Programa Frontera Sur due to the United States government asking the Mexican government many times.[4] The Mexican government made Programa Frontera Sur due to the United States of America's government's worry that the number of child migrants from Central America to the United States of America had gone up.[23] The Mexican government made Programa Frontera Sur to show the United States of America's government that the Mexican government works well with them on migration.[24]:4 Part of reason the Mexican government made Programa Frontera Sur was United States of America's President Obama saying that the crossing of people against the law across the Mexico–Guatemala border is an "urgent humanitarian situation."[25]:5

Before Programa Frontera Sur, 20,000 Mexico southern border–USA migrants were not seen anymore every year.[27]

Programa Frontera Sur prevents hundreds of thousands of Guatemalans from traveling through Mexico to the United States of America. Programa Frontera Sur prevents Guatemalans from using La Bestia to get to the United States of America.[28][29]

It is critical that Programa Frontera Sur gives transparency in the border zone. That means Programa Frontera Sur must make the border zone understandable to outsiders.[30]

The government of the United States of America wants the number of Central American children coming to the United States of America to go down. In 2014 the United States of America's Secretary of State said "We have to send a clear message: just because your child gets across the border doesn't mean your child gets to stay." to Central American parents whose children were in south Texas. The government of the United States of America wants Programa Frontera Sur to keep Central American children from coming to the United States of America.[31]

Where does the money come from?

The United States Government pays for some of Programa Frontera Sur with money from the Merida Initiative.[32] In July 2014 the United States of America's lawmakers gave $86 million to the Merida Initiative to spend only on Programa Frontera Sur.[33] The United States Government paid $86.6 million for Programa Frontera Sur by 2015.[34] The United States President asked for $115 million for Programa Frontera Sur in 2015. The United States Congress did give him $115 million and added $79 million, making $194 million for Programa Frontera Sur in 2015.[34] The United States Government gave $75 million to Mexico’s National Migration Institute for Programa Frontera Sur in 2016.[35]

Between 2014 and 2016 the government of the United States of America has said they will give $100 million to Programa Frontera Sur.[36]

How does Programa Frontera Sur work?

In July 2024, the government of Mexico told the world about how Programa Frontera Sur works.[37]

Programa Frontera Sur tries to make 187 development projects on Mexico's southern border. That means Programa Frontera Sur tries to make 187 things that will make people less primitive on Mexico's southern border.[1] That helped Mexico to make more people leave the country than they had been able to do before.[1]

Programa Frontera Sur guards the River Suchiate.[38]

2 kinds of Mexican police working for Programa Frontera Sur do a thing. Those 2 kinds are Mexican police who catch people in the country against the law and normal Mexican police. Those 2 kinds try to catch people before they get onto trains going north toward the United States border.[39]

Centro de Atención Integral al Tránsito Fronterizo is a place. CAITF is also called La Trinitaria. CAITF is in Chiapas. CAITF helps to make Programa Frontera Sur work.[40]

Grupo de Alto Nivel de Seguridad México-Guatemala is Mexico-Guatemala High-Level Security Group in English. Grupo de Alto Nivel de Seguridad México-Guatemala is made up of people from two governments: the government of Mexico; and the government of Guatemala. Grupo de Alto Nivel de Seguridad México-Guatemala works to make Programa Frontera Sur work.[41]

Programa Frontera Sur has given 2,508 talks with doctors to people as of 2014.[42] Musalo 2015 says that Programa Frontera Sur should give more health help to keep migrants from going further north.[43]

Programa Frontera Sur tries to make three belts of safety.[needs to be explained][1] Parts of Instituto Nacional de Migración with weapons help to make Programa Frontera Sur work.[44] Some experts say that Programa Frontera Sur should be changed to make people safer.[44] Some experts say Programa Frontera Sur should work harder to make the immigrants safer.[45] If Programa Frontera Sur is less militarized then the immigrants will face less danger.[46] Some experts ask whether human rights and detention of migrants can go together.[47] Programa Frontera Sur helps some people. Between July 2014 and June 2015 some things happened more than before. Those things are things which happened to those people. Those things are: robbery, kidnapping, sexual assault, murder and human trafficking.[48] Between July 2014–May 2015 those things are: robberies with violence.[49]

Programa Frontera Sur uses new technologies to do its work.[50]

In 2019, the government of Mexico sent the Mexican National Guard to help Programa Frontera Sur.[56]

Programa Frontera Sur is working

Between October 2014 and April 2015 Mexico caught more people who were in Mexico against the law than the United States caught at the United States–Mexico border.[1] Programa Frontera Sur treats people who are in Mexico against the law better than ever before.[57] Part of Programa Frontera Sur is United States Customs and Border Protection helping to secure Mexico's southern border.[57] From June 2014 to July 2014 children stopped at the United States–Mexico border fell by about half.[58] Programa Frontera Sur helped to do that.[58]

Programa Frontera Sur lowered the number of children reaching the United States of America–Mexico border in 2015.[59]

Programa Frontera Sur has lowered immigration at the USA–Mexico border by 42%.[2]

Programa Frontera Sur is helping refugees from Spain who are immigrating to the United States of America.[60]

Away from the border

Programa Frontera Sur also happens in other parts of Mexico. That is because the Mexican government works to remove migrants who they did not catch at the border.[61]

The Mexican government is also working with others: the government of El Salvador; and the governmet of Honduras. They are working together to stop people coming across the Mexico–Guatemala border against the law.[6]

On May 07, 2021 the U.S. Vice President asked Mexico to stop people entering Mexico against the law through its southern border by helping countries to the south of Mexico to become safer.[62]

Haitians who are helped by Operativo "Flujo Controlado" will then spend $2,500–$13,000 to some people. Those people smuggle the Haitians. Those people will smuggle the Haitians from Darién. Those people will then smuggle the Haitians through the countries between Darién and Mexico. Those people will then smuggle the Haitians past Programa Frontera Sur.[63]
