Please excuse my ignorance, but what does reside to another government mean in the sentence: People who consent to one Government but move and reside to another Government? Is this a typo/grammar mistake, or a set expression in this context? It could surely be made simpler. I would do so myself, if I understood. --Yottie =talk= 11:59, 18 February 2016 (UTC)
