Hotspots vs island arcs

I have found that this article discusses two topics which are distinct. From what I've read, "island arc" properly means the series of volcanoes that form at a subduction zone, when an oceanic plate goes beneath another plate. It doesn't need a hotspot, it only needs a plate boundary. This applies to all the volcanoes of the Pacific Ring of Fire.
