Ok, I'll explain further.

Rsk6400, we still don't usually remove red links from enwiki, so that we can see what pages we need to create at Special:WantedPages. As an example, see the amount of red links on {{Communes of Mayotte}} --Ferien (talk) 06:01, 22 September 2021 (UTC)Reply
Ferien, the only guideline I found for similar problems is WP:Red link (you have much more experience, so you might know better). That guideline refers to articles where editors are encouraged to place red links after seeing that the target article should be created in the future. Here we are not talking about an article, but about a template. The links don't result from a deliberate decision by an editor that an article is needed, but from the fact that the target exists in EN. And that often results from mere coincidence. I think that a template consisting mostly of red links is against common sense. Of course, if an editor of this simple WP decides that an article is needed, they should feel free to add a red link, but having a navbar with more red than blue links is not helpful for our readers. Mayotte is a different case, because the template seems to contain all the communes on that small island, meaning it aims at completeness in a well defined area of topics. Rsk6400, sorry, Communes of Mayotte wasn't the perfect example of this. See {{Haute-Saône communes}} for a better example of red links being common in templates.
I have seen other editors revert edits for removing red links, which has given me the idea that the community wants red links to stay. I don't know of any policy/guideline on this, though. This is indeed a navbox, but when the community reviews articles to become very good articles, they check for red links. Red links in navboxes are not usually too big of a deal in these VGA reviews, which shows to me that the community is ok with red links in navboxes.
Finally, you say that you didn't like the way I intervened yesterday. Was it the way I reverted you or the way I posted on this talk page? Well, I don't think that Haute-Saône is a different case. Humans are interested in having complete lists of something. And so readers of the article about one Haute-Saône commune may be interested in a complete list of all communes. Still a well-defined topic area. But why should any reader of this Wiki be interested in a complete list of all the articles linked by a certain navbar of EN ?
