The HYDRA Campaign was an international covert operation and military campaign waged by HYDRA against the concept of freedom. The campaign lasted from 1931–2016, starting with HYDRA's work to create the Super Soldier Serume and ending with the Battle of Lagos. The campaign escalated during World War II when HYDRA came into conflict with a division of the United States Army led by Captain Steve Rogers. After the war, the campaign became secret and involved the infiltration of S.H.I.E.L.D., collaboration with the Soviet Union, and the covert take over of the United States Senate. In 2014, the campaign became public knowledge when HYDRA overthrew S.H.I.E.L.D. and began a manhunt for Steve Rogers and Natasha Romanoff, leading the remaining S.H.I.E.L.D. loyalists and the Avengers to destroy HYDRA indefinitely. The remnants of HYDRA split into two cells afterwards. The first cell, led by Baron Strucker, was destroyed by the Avengers in 2015 during his arrest. The second cell, led by Brock Rumlow, was destroyed by the Avengers in 2016 during the Battle of Lagos. With the destruction of HYDRA and the subsequent end of the HYDRA Campaign, Helmut Zemo managed to use the threat of HYDRA's return as a method to turn the Avengers against one another and start the Avengers Civil War.

Development of the Super Soldier Serume change

In 1931, HYDRA kidnapped German scientist Abraham Erskine and forced him to create the Super Soldier Serume. Erskine obliged and developed the serume. Upon its completion, HYDRA leader Johann Schmidt took the serume to become the world's first super soldier. The serume back fired, however, and instead turned him into the Red Skull. Afterwards, Erskine escaped and fled to the United States.
