It is very hard to define what a simple article is.
The best place to look is: Wikipedia:Simple English.

Also, I think that many of the other Administrators have a better idea on this subject, perhaps Angela would be a better person to ask.

It's never really been agreed on what makes something simple. There are various ways of working out the textual difficulty of an article ([1]), but even if you do that, there has never been a policy written to state what the ideal result would be.
