I've declined your QD nomination of Template:Polluted category.

Because the creator, Auntof6, neither asked for the page to created or blanked it (since it was created blank), it is not taken as the author requesting deletion. And, if she did want it deleted, she has the ability to do so as an administrator. I know that, in some cases, templates that are blank have a use, and am hesitant to delete this.
