They won't monitor your IP. create the account in December and tell nobody who you are if you want to contribute positively. And focus on mainspace work if you decide to come back, not userspace or making signatures.

Yes, please ask first. I didn't want that template anyway (too myspacy ;)). But if you do want to do things like that, it's much better and polite to ask first.
