Excuse my confusion but doesn't wp:RfP stipulate that:

You must be an active member of Simple English Wikipedia, preferably with some experience in reverting vandalism. Admins/rollbackers from other projects can be granted rollback without these requirements. (If you are an admin or rollbacker from another project, please inform us of this in your request.)
