Ricardo Bordallo

Ricardo Jerome "Ricky" Bordallo (/bərˈdæljoʊ/; December 11, 1927 – January 31, 1990) was an American politician and businessman. He was the Governor of Guam from 1975 to 1979 and from 1983 to 1987.
