Constitution

I have made a start on expanding this article. This is my first go at a simple English page so please accept my apologies if it's no good and feel free to edit. I am very conscious of the number of times the word "lords" appears in the article, but I can't see a way round this apart from not mentioning it. I am writing from the POV that repetition is preferable to complex English. Assuming this part is well-received I intend to carry on, using the English entry as a template.
