IP 92.24.39.217 change

Hi, Chenzw. A user has asked for this IP to be unblocked. I'm consulting you because 1) it's in a range that you blocked, 2) I don't know if we have criteria for deciding whether to unblock individual IPs in a range, and 3) I'm not familiar with rangeblocks. This range is used by banned user User:LouisPhilippeCharles. Might I hazard a guess that you have received emails in private about this? The editor has a history of harassing administrators about this, and refuses to cooperate, even after we make it clear to them about the consequences of ban evasion. Yes, I have received private emails about it, but only after I responded to an email sent to our admins' email address on March 2. I would not characterize the emails I got as harassing. The user was very civil. (I realize that being polite and civil doesn't mean that the user isn't trying to evade a block!) I did suggest that he create an account, although I didn't check the block parameters to see if that would be prevented. From a procedural perspective, he should not attempt to create any account or edit anonymously. Global account locks and numerous blocks across projects have been made to enforce this, and unfortunately doesn't seem to have made an impression on him. I have also sent many emails about this issue to him (that he has to appeal for unblock via the normal process, describing what he did that led to the block and to promise not to do that again), but he didn't seem to pay heed to what I said (you will realise that certain phrases in his email will start becoming more common as we go along). I didn't see it until now, and my response is that I know a guy who had little "flags" in the edit summaries( e. g. !w1 ) and then the bot could check the *history* of the page, rather than the contents.
