It is one thing to give possibly relevant information, but if you do so, be respectful and do not say the requestor can or can't have rights. That is for the admins to say. Just a couple of tips. When tagging an article for improvements, one or two (of the most needed improvements) is usually sufficient. If you can fix the problem yourself, that it always the best approach. Ten tags on the same page is far too many (and that particular page would not have been an easy fix). Secondly, the article (which may be deleted by the time you read this) appears to be a copyright violation. The user apparently copied and pasted information directly from a copyrighted (©) source without putting it into the editor's own words or getting permission from the author. An administrator will decide. Copyright violations can often be spotted by copying sentences from the new article, then searching for a match using your search engine. The matching pages can then be examined to see if this was the source. Sometimes, the original source is another Wikipedia article on another project, which the page or pages you find may have copied from. Often these will list Wikipedia as a source. Then it is not a copyright violation for the purposes of using QD:G12 (Copyright infringement). You were right in spotting that it was not laid out as an encyclopedic article and had several other problems. Please do not edit, blank, or strikeout other users' comments on RfD pages, as you did with this one. The closing admin will see that these editors were not acting properly and take that into account.
