Here, talk pages are only created if they need anything more than the talk header, e.g. an attribution template if you're copying from the English Wikipedia, a {{blp}} template or just general discussion. On the English Wikipedia, they have WikiProject tagging on talk pages, and so creating a talk page to add a talk header there is not as big of a deal. I don't think talk pages created with the talk header need to be deleted, there's no harm in keeping them.

I wanted to use {{WPBIO}} but could not find it in Simple Wikipedia, that is why I used the "talk header" template. Hello! Thank you for creating Category:Northern California. However, we normally need at least three pages in a category before it is created. Because categories are a way to group together similar articles, there is no need to create a new category for just one or two articles. Talk pages

Two notes:

• Stub tags go on the article, not the talk page.
• It's not necessary to create a talk page unless you're adding something there (such as the attribution for the article). Most articles here don't have talk pages.
